On-exchange health insurance is bought through the government Marketplace. In California, it is a state run marketplace known as Covered California. These health plans follow ACA rules, offer premium subsidies and include key benefits like doctor visits and hospital care.
If you qualify, you can get help paying through a government subsidy. It’s a good choice if you want coverage and need financial help.
OFF EXCHANGE IFP
Off-exchange health insurance is bought directly from an insurance company, not through the government Marketplace. These health plans still follow ACA rules, but don’t offer premium subsidies. It’s a good option if you don’t qualify for financial help or want more plan choices.

MEDICARE
Original Medicare only covers 80% of Medicare approved charges. A Medicare Supplement (Medigap) or a Medicare Advantage Plan can help pay the rest. You can first sign up for Medicare around your 65th birthday. After that, you may be able to enroll during a Special Enrollment period, or during the Annual Enrollment period from October 15th to December 7th each year.
